Ontario Premier Doug Ford is doubling down on his plan to build a massive tunnel under Highway 401, saying the project is moving forward despite earlier studies raising concerns about feasibility and safety. Ford says a new feasibility study is underway and expected to be completed by February 2027, adding that he’s starting fresh and bringing in top experts from around the world to get it done. “We are building that tunnel as sure as I’m talking to you,” Ford declared.
The proposed design calls for a 19.5-metre-wide, three-level mega-tunnel, with separate levels for eastbound traffic, westbound traffic, and dedicated transit. Ford argues the project will be a game-changer for reducing gridlock and wants it built with the same kind of long-term vision as past infrastructure landmarks. Critics, however, warn of steep costs—estimated between $50 billion and $130 billion—and question whether such a massive undertaking will meaningfully improve congestion. Ford maintains safety will be the top priority and insists the tunnel will be done “properly” from start to finish.
